Government Commitment to New Towns

The UK government is reaffirming its commitment to address the housing crisis by confirming the final locations for its new towns programme by the end of this year. This initiative, championed by the Labour government, aims to significantly boost housing availability across England.

Proposed Locations and Housing Targets

Following a year-long review, a task force identified 12 potential sites for new towns, with the government narrowing this down to seven key areas. Each of these new towns is expected to deliver a minimum of 10,000 homes, with some locations projected to accommodate up to 40,000 homes. The identified areas include:

• Tempsford, Bedfordshire: Up to 40,000 homes near a new East West Rail station.
• Crews Hill and Chase Park, Enfield: Potential for 21,000 homes.
• Leeds South Bank, West Yorkshire: Expected to deliver 20,000 homes, supported by a £2.1 billion local transport investment.
• Manchester Victoria North, Greater Manchester: At least 15,000 homes with a new Metrolink stop.
• Thamesmead, Greenwich: Up to 15,000 homes, aided by a planned Docklands Light Railway extension.
• Brabazon and the West Innovation Arc, South Gloucestershire: Up to 40,000 homes.
• Milton Keynes, Buckinghamshire: Expansion by around 40,000 homes.

Construction Timeline and Future Plans

The government aims to begin construction on three of these sites before the next general election, which must occur by 2029. This ambitious plan is part of a broader goal to build 1.5 million new homes in England by the next election, addressing the urgent need for housing.

Public Consultation and Environmental Assessments

In preparation for these developments, the government is conducting a public consultation on the new towns draft programme, which will close on 19 May 2026. Strategic Environmental Assessments (SEAs) will also be completed for each proposed site before any final decisions are made. The government plans to release an SEA report and consultation details in the coming weeks, ensuring that community feedback is considered in the planning process.

Funding and Affordability

Funding for the new towns initiative will come from several existing sources, including the £39 billion Social and Affordable Homes Programme and the National Housing Delivery Fund. Notably, the government has committed to ensuring that 40% of the homes built in these new towns will be designated as affordable, making housing more accessible to a broader range of people.
